In private schools, I think that it was a matter of the individual school or teacher.

Having a witness to the caning is news to me.
There was never an official witness to any canings at my schools.
Perhaps this was standard procedure elsewhere, I don’t know.
If a kid was officially caned where I went to school, the event had to be recorded in the punishment book,that is all.
